Agreed. Organisations/countries have many different types of resources including the resource of it's employees/people and this includes both a manpower/labourpower resource and an intellectual resource. Employees/individuals are by definition also stakeholders in their organisations/countries in that they have a vested interested at stake in the development and success or otherwise of these bodies.
