Not necessarily.Even if two teams from a group have qualified after their second matches there most likely will still be first and second place to be decided which would mean a easier or harder second round match for the teams.

I took this into account at the start of the Comp considered it but as Westcorklad says this 'dead rubber' thing may not arise...
