Of course sad reality is they'd only end up suing everyone who threw stuff at them "for emotional turmoil" and getting an easy handout in the courts, even though that was the damned point of the punishment. And you couldn't be sure some of them wouldn't have sufficient scrote mates to linger around all day and threaten anyone who might consider throwing something, but at least while in the stocks they're not in a position to cause further trouble to the rest of society.
Punishment beatings is what we need... for the parents, once they feel consequences to their lack of interest in their childrens' upbringing I suspect they'll start to learn quite quickly how to keep an eye on them and ensure their precious Johnny doesn't go causing trouble. Instead we've had about 2 generations where not only are parents unashamed of their kids' bad behaviour but they'll get mad and threaten you if you dare mention it to them.
Actions need to have consequences or we drift into anarchy, and while there are those who think that sounds great it's usually because they've failed to realize that anarchy always evolves into might makes right, where the most aggressive and violent are free to do as they wish while the rest of us are only free to do (and keep in terms of property) what those people allow.
