I think that it is obvious that FPP and P&S clearly works to the advantage of the more established richer clubs. It is why Newcastle will struggle to make the large leaps Chelsea and city made with external investment. Capping losses at Stg 105 million over three years will also give the richer clubs an advantage as it is a small percentage of their annual revenue. It also particularly disadvantages clubs like forest who are recently promoted
