It seems like a warning. It is indeed a warning a warning not to use a Foreign language or codes neither of which the user T100 did after receiving the warning.

The warning and the rule clearly do not apply to Irish as it is neither Foreign or a code

Doozer you are deliberately not answering my question the rule and the warning relate to only using English fine. however the badly written rule and warning do not threaten a ban for using Irish the ban is only threatened for using a foreign language or code.

No you don't have an answer all you have are sloppily written rules and a sloppy warning trying to enforce sloppy rules. Sloppy rules which don't apply to moderators apparently
