The original quote refers to saying something that is meant to be humourous but is accidentally true, but often people deliberately make humour of something that is true.

The problem is that is it hides the seriousness of what they are saying. There is nothing funny about Boris Johnston. He himself hid behind a facade of humour.
The serious question is, "How the hell did such a person ever get to be British Prime Minister?"
And, "How can it be made impossible for a similar person ever to darken the door of Number Ten again?"

he was likeable because he seems like a normal person who made lots of mistakes.

he made a big mistake in our wee England and now make a bigger one in pissing off Putin as Putin hates him and so much so he says he'll nuke London first,

I have written to Boris and asked him if he and his nice lady would kindly leave London and maybe go live on Moscow or North Korea and all will be forgiven.

I fear he is not the buffoon many take him to be. He did pass the Eton Exam. He will simply leave Downing Street as he has left every other job, in disgrace, and will move on to another and better-paid job.
