The concept here, where two individuals can agree and participate together, but only one of them violates the law is difficult for me to comprehend. I do understand and applaud the intent to decriminalize women for doing what they sometimes need to do to survive.

That being said, Jessica is correct. If the client breaks the law, he pays a fine. When the provider breaks the law, she goes to jail. Of course I am referring specifically to my country, but is not so different here.
