Yes the license here needs to be scrapped , RTE should be given 5 years to prepare for it.

Correct me if i'm wrong, but doesn't the TV license include smartphones and laptops as well?

I'm saying so because it says somewhere that you're supposed to purchase the license if you have a device that has the capability to receive and exhibit television broadcasting services for general reception.

Nope.. but it's on the way.

Technically phones & laptops can't receive television "broadcasts" (unless you buy a receiver card). They receive television streams.
