To my knowledge that is actually true. They have come on leaps and bounds in Rwanda. One of the least corrupted countries in Africa. They have a dreadful history.

There's a couple of ex US intelligence officials doing the rounds on various alternative media sites at the moment claiming that this was Putin's plan from the get-go, to push deep into the territory and decimate Ukraine's defenses before falling back to their main objective in the east.

Can't say I'd be particularly upset if a Russian sniper accidentally blew Coveney's nuts off to be honest.
