What do you mean by neutral?
As in do not interfere with other countries internal business? Do not allow bomber planes refueling when they go on bombing raids in some distant place, middle or far east?

Correct. In name only. We have our friends and eat our cake! And that is as it should be for a mature nation of only 4.94 million people.

proclaiming neutrality is all nice and well when
    first,
    every party acknowledges it
    second
the threat is not on your doorstep.
Belgium tried that in 1939, look what it got them.

Is any country really neutral. Every country serves its own interest and will ally with other countries as it suits its own interest.
    Politics makes strange bedfellows.
