No excuse for no water but if you see a horse on bare ground it might be there for a reason, feel free to report but do not feed it.
I am aware of one poor animal that was on a restricted diet and in poor condition, vet was convinced that the horse was allergic to something it was eating.
He was right, the horses condition didn't improve until it was discovered that a woman was feeding it every day. She thought the horse was starving, instead she nearly killed it.

being in the business of offering services and saving these animals I found it absolutely disgusting and why any normal human being would do such as horrible thing.

It's the quality horses that owners will take away and have taken from his stables to train elsewhere that will be the biggest blow to him and all who work in the yard.

Those here of a certain vintage will remember showjumper Harvey Smith and his 2 fingered salute.
Whoever leaked the photograph and for whatever reasons has cost a lot if people their jobs unfortunately.
