In my experience you don't know for sure, and no matter how confident you become in your selection methods you can still be surprised. Some ladies may like the convenience of working for agencies too.
I suppose a lazy rule of thumb would be to pick Irish ladies or some English ladies, that's as certain as you're going to get imo.
Keep your eyes open for any sign the lady isn't happy in her work. That advice isn't much help I know. Others may have better advice.

You can't know for certain, but a girl with a lot of reviews from clients with more than a few reviews are very likely to be independent. None of us want to meet the guards, but with well-reviewed ladies the risk is tiny, especially if you spend time reading some newbie advice threads.
