There could be a few things.
Possibly the content of the pm could be such that it's not worth their time replying to it. Some examples have already been given.
Another could be lack of internet or time to check emails. For example if you email a lady in the morning looking for a same day appointment and she isn't able to or doesn't check pms until the evening, then it's not worth her time replying.

For first time visits I find a phone call works best.
If unable to get thru on the phone I follow up with a phone text stating date, time, duration & location of meet up.
I find most ladies reply to phone texts when they have a missed call from you even if only to say sorry busy then can meet up later.
