That is my understanding. I use PayPal and have a verified account - so I would not use it for this.

If a person I want to see requires a deposit then I will use one of the voucher options.

I have no problem with that - it is just that such encounter requires more thought and planning in advance.

Vouchers are better, if you use paypal, it doesn't look good if you want to obtain a future loan/mortgage from a bank especially if the payee has a questionable paypal account name etc, something to think about
