Cops, salesmen and other people take advantage that it is hard not to answer questions or engage in conversation. It often appears rude or impolite. If you have the social skills it will not appear as rude or impolite but in any case you do not have to account for your actions. To try to do so can drop you in it.

The unfortunate person was probably caught in situation where he had to talk to them because he was driving a vehicle. One of the few occasions they can demand answers. But he should have only said enough to satisfy them he was driving legally and he and the car had the necessary documents. Not answered questions about anything else.

Easy to say, not so easy to do. And they know that and will take advantage.

I think most people have been OK with the risk because most felt it was ~ 0% chance of any ramifications. Seeing someones name getting printed in black and white in paper makes it all a little too real . It could be wrong time and wrong place or it could be the start of increased enforcement. It is a sobering reality check though.
