Many small businesses probably wouldn't have enough change on hand to deal with a €500 note for a small purchase. I do know that my local shop regularly asks customers to call back later for change when presented with €200 notes.
And as regards legal tender, the rule only applies to payment of debt and there is some rule about reasonableness. If you are trying to purchase an item or service, the seller is under no obligation to sell.
