Nah, dont think so. Anyone who doesn't declare nowadays isn't the smartest Cookie. With all this Tax exchange within over 100 countries (I think the legislation commenced in 2017) sooner or later everyone will get tracked down. Plus technology, its only a matter of time

Personally I believe in the long run (and if they knew what they are doing) it would work out for the best. But short term, and considering we have a house of idiots, then we are in for long term financial problems and drama.
