Why would it matter if she was a visitor or a resident?

Your definition of visitor may not match the definition used by the management company and the clamping company. They might mean registered visitors, you may even be regarded as an unwanted visitor.
Also I would presume that there is a limit to the number of visitors cars that an apartment can have without drawing attention.
I myself usually leave the car at a pub or shopping centre.
