In theory, IF I can get it registered, then yes, anyone in the the time of dealing with an agent is doing so legally - until the time he/she is not an agent. If an agent has given a participant a code, he can request the matching 16 digit code which only proves the participant was dealing with the charity through an agent at that time. If he doesn't request the code, the charity can't provide anyone with anything because the charity doesn't know who holds what and where.

In theory anyone walking up to a door/seen walking through a door, can't be marked as a criminal because at that time they are not. That part applies to escorts too. Escorts are legal ...they are just not allowed to have any customers.
