    Basically I would really like to do this, but very very privately and with nobody breaking any laws. Is that simple just not possible in Ireland?

    One way which you might find easier to start is go see someone that offers a massage service aswell and book a tantric massage for an hour..
    That way your only commiting to have a massage (which should relieve most of your anxiety) but the option of more is there should you feel comfortable to indulge.

    I can relate completely to your situation as i am very similar myself..

    P.S I have not visited anyone on here yet for the same self inflicted anxiety as you but i have availed of body to body massages (from other advertising sites) and have found that this way definitely decreases the anxiety beforehand..
