I have come to the conclusion that the only way a client can be prosecuted for this 'crime' is if the guards catch him in the act, i.e. being present during a brothel raid. The Swedish method of listening through keyholes and rousting people leaving apartment blocks would not fly here and anyway the gardai are far too lazy for that.
This law is too difficult to police and is just there to make certain NGO executives and civil servants look good when they go on their international junkets.
