That's where your wrong. Its a legal issue and very much the states business. The problem is it went the wrong way and the reason it did IMO is the attitude of the typical punter. this site along with others did play a part, how would it not, take a look at most profiles and its doesnt take a genius to figure it out and what is really going on...
