Yes, I'm very familiar Garda powers.
The Pigz down South will enforce it -

1 likelihood of getting soft easy fines coupled with easy overtime, hanging outside apartments stuffing their faces, waiting for clients to come out!
2 They will get PR spectaculars with this which will help beard recent controversies.
3 There will be any amount of apartment residents squealing like pigs to the pigz to rat on sex workers and clients, in a sense forcing the pigz to act.
4 They know its the lovely ministereen's trophy legislation and will take an opportunity to rim her no doubt, delicious arse!

I have one question, under the upcoming madness, does anybody know if you can be stopped before you even enter an apartment, let alone after you get some nookie in it?
    Ride them on the beaches!

You are not serious asking that question are you? What could you actually be stopped for heading into an apartment?
They would find it hard to prove anything if you are coming out of an apartment never mind going into one.

'Payment etc. for sexual activity with prostitute
7A. (1) A person who pays, gives, offers or promises to pay or give a person
(including a prostitute) money or any other form of remuneration or
consideration for the purpose of engaging in sexual activity with a
prostitute shall be guilty of an offence and shall be liable on summary
    conviction—'

did you make a deal for the purpose of sexual activity before you arrived?- a promise to pay?

the tense is past as well as future?

its focused on money in the first analysis either promised or paid

I have never made a deal with an Escort before we met, I see her profile and what she offers,
I then make my own enquires to see if girl is as good as her reviews might say. If I want an
appointment I will ring her and ask if she is available for 30min or 1 hr appointment at say 3pm.
If I arrive at her apartment how could I be arrested for making an appointment. I am only
looking for their time and companionship .

thats fine- lots of people get arrested on suspicion of committing an offence

once you explain what you were up to im sure the gardai will let you go without charge

of course proof will be very difficult but most innocent people can be tainted forever by wrongful arrest

I agree but I think this will all blow over and this time next year we will all be on here still visiting the Independent Escorts.
We will see a few raids during the year like we have seen the past year but those places are not discreet and guys will just have
to be more aware of the girls and especially of the location they are going to visit.

The cold hard reality of the Act provides that a person in that situation is arriving at the apartment to commission a criminal offence. If a member of the Gardai has a reasonable suspicion that this is the case, then yes, you may be in trouble prior to entering the apartment.
