Answer seems to be no, as in nobody (here) seems to know. Certainly not in force yet, and likely to be some time until it is. Hopefully someone knowledgeable about such matters will post.

It has been through the Dáil but not the Seanad yet AFAIK. It was scheduled last week but I haven't heard if it was debated or not.

It was debated and passed in the Seanad on Feb. 14.It has now passed both houses pf the Oireachtas and awaits the President's signature.
Probably expect it on the statute books in the next couple of months, someone here suggested June 1 as a likely possibility. On the way soon anyway.

    Shalom/salaam.
10,000 years of Middle Eastern civilisation and the place is not at peace but rather in pieces.

This may sound over simplistic and naiive, but I remember back in the late 1970s it was illegal to buy or sell condoms. There was a House in Merrion Square we went to for our protectives. You rang the bell and an anxious looking woman came to the door. "Is it condoms you're after?" she enquired, scanning up and down the street like we were just about to engage in a drug deal. I replied that I was. "Now young man, you know it's both illegal for me to sell and for you to buy these condoms," she explained, furtively continuing to look up and down the street. I said I knew that. Then she glanced up and down the street once more, invited me in and closed the door.

"So, young man, if you give me a "donation" to the value of the condoms, I can "give" you a packet and we won't be breaking any laws," she smiled anxiously. ...And that's how I used to get my noddy-bags.

...So could we conceivably make donations (other than semen/spittle fluid transmissions,) to escorts?

Unfortunately the law covers benefit in kind transactions, even the intention of! Surprised that marriage is still legal under it, technically it might not be!
We are of course constantly being told that in reality not all clients visit for sex, so time and companionship applies there, but of course might be laughed out of the district court, even if true!
The notion that the law can intervene in areas that are blatantly none of its business is obscene!
    Ride them on the beaches!
