In Ireland I think there's about a thousand homes /families of varying backgrounds paid to record their television viewership.
These figures are then extrapolated to the overall population to give estimated viewership figures.
If viewing figures fall dramatically or a programme becomes too costly to make, then it will be dropped..
Often not a great choice on TV.
