The Bill includes wide ranging provisions such as:

1 New criminal offences to protect children against grooming;
2 New measures to protect children from online predators;
3 New & strengthened offences to tackle child pornography;
4 Harassment Orders to protect victims of convicted sex offenders;
5 New provisions to be introduced regarding evidence by victims, particularly children;
6 Addressing a gender anomaly in the laws on incest;
7 New offences addressing public indecency;
8 Maintaining the age of consent to sexual activity at 17 years of age and to provide for a new “proximity of age” defence; and
9 To criminalise the purchase of sexual services.

The criminalisation of people for purchasing sex is only a tiny part of the bill and only takes up a couple of lines in the document. The Guards will not only be looking at this section, but also the enforcement of all the other aspects of the bill. They are already over stretched on resources, especially since their new pay review. People must remember that the Guards have a lot of other things to do besides sitting outside girls apartments waiting for clients to turn up!

Maybe they have got better things to do but they will love this task. Provision 9 above is the only one which will really interest the everyday copper. The other provisions while important will be the preserve of specialist units or will relate to legal procedural measures. Lads will be busted at an increasing rate as the year progresses but this will tend to slow down as escorts and punters explore ways of lessening the chances of getting nabbed. We will then return to the raid every other month and maybe a few sting operations. But the harsh truth is that guys will be named and shamed and for some that will have dire consequences for others it will amount to no more than a shrug of the shoulders.
