I think the point that Rachel is making is that the scene is in disarray at the moment due to certain types of ladies advertising. To be philosophical here, the law was basically brought in to combat them ladies and the profile of client that visits them. If all ladies were independent and all clients only visited such independent, established ladies then I believe it's fair enough to say that we weren't be in this situation today. The scene today is just so in the public eye because of such profiles leading to high volume of clients (and a certain type of client) every day in the same location (which every man & dog knows about) and its flaunted into the public sphere. This is all very arbitrary. How do you define "certain types of ladies"? What about the profile of clients who visit these "ladies"? Not every sex worker has the ability to offer services in a "luxury" location but in many cases they are genuine people who are fully deserving of having the right to earn a living. Also fully independent means I assume working solo. Some escorts do this and are comfortable to do so. However, many sex workers for obvious safety reasons like to work in groups i.e brothels. This is a human right and has been recognised in a unanimous vote by none other than the Canadian Supreme Court as such. The criterion should be that workers are free from coercion and bullying not were they locate their service provision once that is not unduly offensive to the general public.

I suggest you look up the meaning of the word "arbitrary". Can you seriously not see the correlation between certain ladies in certain locations to the public eye? I shouldn't have to define it as you can take any locality you wish on the EI map and it's crystal clear, who attracts attention and who doesn't.
