I'm not too sure of the specifics myself but I don't think it matters where the site is hosted, could be Timbuktu where anything goes for all it's worth, what's important is where it's being accessed from.

Now that it is illegal to buy sex ("time & companionship" for all the folks in denial) the next logical step is to hit the place where sex is for sale.

Say your ISP is Eir or whoever, the government could order them and others to block this website from being accessed.

Pretty much the same way governments in China and Iran etc block access to Western websites.

Obviously there are ways around it, proxies, VPN etc, I don't know as much as I should about how they work.

I'm guessing that why EI left Ireland in the first place, but I don't think that will make any difference if there is an ISP block enforced.

Yes true but then those sites are illegal all over the world , the difference is we are all in the EU and under EU regulations, it might be harder for the Irish Government to block this site

I don't believe initially they will try to block it willie, they will and are trying to make it unworkable for the escorts to advertise their services.

The president signs the bill into law after passing the two houses. He did that yesterday. Now it's law. But the minister would have to sign the commencement order which is simply when the law will take effect. I think this will happen in the coming days.
