Anatomically modern humans may have appeared roughly 200,000 years ago but postulation of intellectually modern humans arising 50,000 to 70,000 years ago may or may not be wide of the mark.
Most humans today are not innovators but rather are imitators. Human culture expands at an exponential rate. We stand on the shoulders of giants. It takes time to amass techniques and skills, perhaps prior to 70,000 years ago we may have had a similar intellectual capacity but it took time to gather up the information and processes that led to more modern human culture.
Or perhaps not.
