Always a phone call. The girls get lots of time-wasting PM's so many only exchange PM with people they already know.
A phone call gives them a better idea what sort of person you are. Even if they do answer a PM, they will usually want a phone conversation as well. Try a couple of times, and if no reply a clear text - not too long. Make sure you read the profile and aren't asking questions that it already answers.
