This does not need a steward's inquiry. Anyone who read the rules will have spotted this obvious loophole, and you don't need to spend much time here to know that there are plenty who will exploit it, either for a bit of fun, or in a misguided attempt to impress an escort - why would they be impressed?

with regards to the "organiser saying that rules should have been changed", most likely it was a moderator expressing their private view which does not represent the company's take on it.
