It was defeated before but that does not mean it would be again, when law in Ireland, I can see it becoming law in Scotland and then in England and Wales

I know in the North this is how anti-escorting laws were attempted to be brought in by stealth, and in the South, they are being brought in under the pretence of an anti underage and vulnerable people sex law, but the Scots or English are not reticent in making their voices and opinions known about regulating the sex lives of consenting adults.
As far as I am aware Theresa May has always been very much pro prostituition by choice. She's always had a bee in her bonnet about slavery, and as such you can expect her to increase the penalties for trafficking. There's no way the will criminalise prostitution, politicians are our best clients.
