I don't think you would have a prayer. They could say what they liked, that junkies had been using the jax to shoot up and they were sick of it so had to be vigilant or any of a load of other reasons.
To be fair the whole country was in arms that we have to pay for water and businesses have paid water rates for years. Staff have to clean the jax too. I understand where they are coming from to be fair. Even coffee shops like starbucks put a code on the receipt for the jax to cut down on drive by pissers.
