So very brief, no, trolls are not protected, we just in general dont knock out everyone with the ban hammer.
Not everyone who disagree is a troll.
And even if troll you all guys team up again a troll, presumed or real one, feed it, feed of it and have a great change to slag us off and our company...

I understand that (aside from Doc) there is an aversion to using the ban hammer here, but I do hope that you or another mod is at least communicating with these individuals. Try to look at it from our perspective; we report posts and see no action, yet the troll reports posts (such as us making mention of him calling Romanian ladies gypsies) and OUR posts get deleted/edited. From our point of view it certainly seems odd, and that reporting troll posts is a waste of time.
We don't see the PM's you are sending to these (or this) trolls. But I hope such PM's do at least exist.
