All the President can do is refer it to the Supreme Court to see if it in line with the constitution usually after having consulted with his council of StateThe Supreme Courts justice's job is (in theory anyway) to declare it constitutional or not, whatever their personal opimions might be.
If the Supreme Court sent it back as being in line witb the constitution, Norris would have to sign it into law or resign.
As well, once a bill has passed the Dail it can only be delayed by the Seanad, where amendments can be tabled. These will usually be ignored unless the Senator is a prominent member of whatever is in power.
