Sounds to me like you've either got a dodgy addon installed or spyware, I don't use chrome but I'm sure you can google how to remove / disable addons, also uninstall them from windows (again google). Download malwarebytes free version and scan your pc.

If it is an addon uninstalling Chrome wouldn't work as the addon is left there and when you reinstall chrome it re-attaches itself.
