Actually, you were wrong both times. Or perhaps right both times. It depends on the phone.
A dual sim phone that can have both sims active and connected to a network at the same time must have two IMEIs but a dual sim phone that can only have one sim active at a time only has one IMEI.
Even with two IMEIs, the manufacturer will be able to link them together if asked so it's a bad idea to share your punting sim with your IRL sim in any dual sim phone.
