In Ireland it has been proven beyond doubt that politicians, the clergy, bankers, accountants, solicitors, property developers, economists, journos, judges and finally gardai all lie.
Police promotion, is to a large extent based on service record and therefore an ability to gather evidence, make a case and achieve a conviction are important attributes for a garda with ambition. Lying and the fabrication of evidence are nothing new. In addition, in certain areas, the gardai can be put under pressure by the community, local public representatives, the media or local businesses to tackle what could be perceived as either criminal or anti-social or inappropriate activity. This could result in a garda drive against such things as drug-gang related violence, drink driving or prostitution as examples.
And remember that the Gardai are duty bound to investigate every complaint made to them. In this case, if the Gardai can run escorts out of a town/city using a little intimidation, they save on paperwork, trying to put a case together, court time and also get brownie points from their superiors and the wider community for cleaning the place up.
Sorry girls, but you are an easy target, especially when you dont know the law/your rights and dont have legal representation.
