Interestingly enough, the Brits are seriously considering following the Republic wrt head shop and 'Legal High Prohibition' legislation, which has been here for a few years! The main Beeb news did a profile (In Monaghan) on how absolutely disasterously ineffective this law has been, and there is a growing volume of support in The UK not to adopt this Paddy Model! A senior Garda told the BEEB the legal issue is that they have to prove a drug is 'psychoactive', which is next to impossible! Surely this is substantially easier to prove than the promise or actual passing of money between 2 consenting adults for sexual services behind closed doors! There have only been 1 or 2 successful prosecutions on the legal high prohibition law (BTW I absolutely support the notion that this insanity has to be controlled, it has literally cost lives!)!
So transposing this situation to having to prove something sexual actually happened between 2 consenting adults acting in private is next to impossible unless there is a raid, where money can be seen exchanging hands or the promise of or a client incriminates himself by admission, in which case a successful prosecution could only be brought against him alone!
Perv cops hanging outside an escort's apartment won't cut the mustard!

Looking at it logically, this law may frighten a few lads and will cause massive issues for sex workers (which TORLER PERVS WILL LOVE!), but ultimately it has to be unenforceable apart from those abusing genuinely trafficked women, when the rules change and should, where such an abomination is found to exist!
