I don't think this will result in too many prosecutions. It will be impossible to prove. I don't even remenmer the law changing on kerb crawling, it just became illegal about 10 years ago and nothing changed.
I think the police cautoin will be the major weapon they use. Just sit outside a random brothel and pull over everyone who comes out. Thats what they use to deter kerb crawling in England, thats what the used for low risk offenders in operation Landslide. Its cheap and effective and needs no proof.
Worse than that it will be a press free for all.

I did firmly believe it to be illegal the first few times I visited!
