The point is on hearing about an occasional person being stopped or talked to , a lot more are likely deterred.You don't need that much extra expenditure for police to have some effect even without any prosecution so. And with less clients , less escorts will bother with Ireland -hey presto, desired result for those favouring the legislation.

Again you're giving the authorities too much credit, this has proved a complete failure in countries with this stupid "law" previously. I don't see any reason for it to be different here.
