Northern Ireland has a total of 7000 Police officers. Thats for the whole of NI, they do not have the man power to cope with all the horrible things they are having to deal with now, rapes, murders, domestic abuse and not to mention bombings (yes still) they don't have the man power of the money to police this new law.
I certainly don't think they will be interested in independent escorts, one's who are discrete and don't cause any problems in there neighbourhoods, public disturbances could cause reason for them to get involved so obviously being nice and discrete as always will help, from both clients and SW side.
Being quiet on the phone and listening to instructions rather than keep talking over a lady will get you into her apartment/hotel quickly and discretely with out you going where now what now? so keep quiet and listen :-)
Seeing girls who you know and know where they are located will help, because you know where you are going and you won't look "suspicious"

well has any punter been thrown into jail and tortured yet?
"The mass of men live lives of quiet desperation" - Henry David Thoreau.
I agree with all you say but I will just point out that you are unlikely to have been a client in heavy traffic noise, in a strange place , with strange street names , landmarks unknown to you, maybe an escort with heavily accented English (especially for placenames) giving you 4 or 5 digit code numbers for perhaps 2 doors and she is starting to sigh audibly, cause all men are stupid obviously ;-)(And btw a lot will not text such details).
The point is on hearing about an occasional person being stopped or talked to , a lot more are likely deterred. You don't need that much extra expenditure for police to have some effect even without any prosecution so. And with less clients , less escorts will bother with Ireland -hey presto, desired result for those favouring the legislation.
