Girls boundaries, if they don't do kissing that may be due to numerous reasons including a level of intimacy they aren't comfortable with, a messed up feeling of unfaithfulness to a boyfriend if they do or basically if they don't actually like you.
What get's me is that there are girls who advertise, but not limited to, french kissing yet don't do this or any other services offered like A etc....
If you don't do it, why advertise it?
