I'd be fairly certain that Mom etc. would've known her own mother's shortcomings , yet left the child in that care.

That is horrific.

Kids get places they shouldn't, wander places unaware etc...... now if the grandma was held up for neglect so should everyone that passed that child on its 7 block stroll, I find it hard to believe that a child, semi naked in the cold could go that far unnoticed.....passed no one on the street, no cars passed, no people walking..... the poor thing was probably crying as well!!
so before laying all the blame on grandma the people of this neighbourhood should have a good hard look at themselves first!!
