For a heroin user, they only damaged themselves, while a smoker, damages themselves, but also pollutes the lungs of a non smoker.
In the end, doing either is damaging, mentally and physically and both can kill you.

But that's law generally. I understand laws that are there to protect people, such as being illegal to drive dangerously, but people still do it. There are a stupid lack of laws too, for example, it is legal to smoke or drink, as it costs the health system billions a year, but it isn't illegal because of taxation, keeps people in the health sector in jobs and generates revenue from medical sales. Selling drugs is illegal, but strictly speaking, taking them isn't unless you have enough to warrant intent to supply. The government couldn't morally condone heroine or suchlike because of the stigma of it, although smoking or drinking is just as addictive; it's just that the rate of which it makes you ill or kills you is more short term. Besides, the law make laws to suit themselves. Most politicians are smokers and drinkers too.

One thing that I notice is how powerful LAW is. If something quite natural became ILLEGAL,
a year of conditioning later, stigma would be attached to it. Because this guy is involved
then that is that. What could this do to this industry?
Well, the industry is illegal in Norway and Sweden but people are still paying for sex. It is just more hush-hush. Growing weed in your attic is very illegal but there is money in it and people still do it because a lot of people are smoking it. Laws are there to deter people doing things by attaching stigma to it (and in a lot of cases, well deserved) as well as a sentence, but laws will never eradicate something especially if people think that they will get away with it (or there is an unlikely chance of getting caught). Having an affair is considered morally wrong, but not illegal, and many people do it even though that this could change their lives if they get caught. It's all about weighing up risk and reward.

Heroin is unique in that the dose has to be right or there will be death/injury. (Dangerous).
To allow criminal franchises to handle this area is negligent, given these facts. We don't get the morphine that way.
In 2013, 113 died from Methadone in the State and 60 from heroin.
