That would be my thinking. As good as it is that some of the ladies take precautions and are regularly tested (by choice and not legally required to do so) that it is the client who as well as seeing escorts also has one night stands and has no intention of being tested so this is the "low risk", in other words there is a chance that this guy won't be in before you for a punt.
