    Possible explanation is the the Property Tax is called exactly that a tax going to the central exchequer, while not happy most people accept there is little they can do. Water charges are being implemented by a semi private company that cocked up its relations from the word go looking for PPS numbers etc, the involvement of private business in the provision of water is what gets most people annoyed, and the fact that a large percentage of central taxation already goes to providing water to households.

    Exclamation How I see it...

    The property tax did not affect tenants in rented homes, or council properties.
    Not everyone who owns property is rich (negative equity).

    The homeowners payed up as that is what they believe/aspire to (responsibility)
    I'm not saying ALL the protesters are freeloaders, just that employers don't give days
    off for stuff like that.

    I pay plenty of property tax, i'll probably register for water this evening.
