To answer your questions,
Question 1.
The sirens sound which notify the occupants of the premises that the fire alarm has been raised and that it would possible be critical that they remove themselves from the premises due to the fact that the fire detection system may have detected a fire. Then as the occupants leave the premises usually some citizen would notify the Fire Brigade probably using a hand held mobile telecommunication device which would result in several men dressed in a fireman's uniform driving a big truck full of water to the scene. If there is a fire then the men in uniform would use the truck full of water to extinguish the fire, depending of course if there was a fire.
Otherwise people will just look at each other and ignore the sirens.
