Girls need to register 1st in the police station, the interview is alone so they can screen who is trafficked and who is working on free will.
They also visit the houses/clubs time to time and check the paperwork of the girls, make sure all girls are registered and pay their taxes. Well done.

Well because they,re smart and any other country who legalise it aswell,lets face it no laws are going to stop it so if you can,t beat them join them !!
