What to think about it??

A person make an app and sounds like this his " lecture ":
Hi, can I make an app with you this evening in couple hours time?
Me: yes, ok, will you please confirm bla bla bla
Him: yes, but actually can I come in 30 minutes time as I'm close by
Me: ok ....

He arrived as we agreed, he walk in and introduce himself...and afterwords he apologies as he can't stay as he had a phone call to pick up his brother from somewhere and if he can come back in 1:30 min
Me, to be nice and polite I said if I can be available for sure
Walking to the door he asked me if I'm on my own and I didn't replayed
After 2 hours he text to invite me for a drink as he stay in a hotel close by me for the night

Well, for sure I ignored him but I can't understand those kind of people ??? This is what I can't understand

What was his intention??

99% chance he is just an unorganised idiot.
1% he had less desireable motives............but you were wise not to go meet a guy who knows where you lived,asked if you were alone while there,doesnt go through with the appointment ...and then asks to meet you somewhere else unfamiliar to you later on.

This proposed new law will surely help out this kind of scenario (Guys likely to constantly change phone numbers ,and any chance a lady has of checking out his history with other girls will also be a waste of time)
